A couple of questions

Why was the timing of everything changed to five years later in the Sega CD version? No problem with that really, except for the Moscow olympics, which were held in 1980. So in Sega CD version Jamie would've been 13 years old back then, or 10 depending on whether it's accounted for that the Seeds were unfrozen three years prior.
Good God, Gillian and Jamie do go way back!
Now for something else... Digging around Takamichi's Snatcher translation pages, I came upon the following in Miscellaneous:
MSX/PC88 Snatcher does not include a scene where Jamie dates the chief in Joy Division. Needless to say ACT 3 is not included either, therefore in these versions Gilian not a once meets Jamie except through the video phone.
Was that scene included in the Sega CD version? I've looked through the script dump for the sections regarding videophone calls and Plato's Cavern (Joy Division in Japanese versions) and I didn't see anything about this occurrence.

The thing is that in the original Japanese version, the Catastrophe occured in 1991, which was still a somewhat futuristic year back in 1988 (when the game was first produced). However, real life eventually overtook Snatcher and in order to keep the storyline fresh for a western audience, the date of the Catastrophe was pushed back to 1996 (which I think it's slightly more fitting, since it seems to coincide with the number 666). Of course, it's all a moot point now, considering that both versions of the stories have been made dated by time.
I guess the localizers forgot to take the Moscow Olympics into consideration.

The scene in question occurs during Act 1 in Altamila, before or after meeting Napoleon.
0x4bba: Ah! What's that?
0x4bcb: What's wrong?
0x4bd9: It's Jamie! Jamie is over there with a man!
0x4c05: Ah!! Jamie!!
0x4c12: Who is that with her...
0x4c2a: It's... It's the Chief!
0x4c43: That is definitely the Chief.
0x4c61: ..........
0x4c6c: What could this be all about?
0x4c8a: ..........
0x4c95: Gillian, aren't you going to go after them?
0x4cc1: ..........
0x4ccc: Gillian.... Oh.. Now they are gone.
0x4cf2: ...I can't believe Jamie is seeing the Chief...
0x4d22: Don't worry about it Gillian,
everything will work out...
0x4d5c: ...I'm in shock...
0x4d6f: It was probably just a couple who
looked liked them, right?
0x4dab: I'd like to believe that.
0x4dc5: Metal, don't you tell anybody about this.
0x4def: This will be our own little secret.
You can later have a follow-up conversation with the Chief and Jaime about their so-called "date" in Act 2.

I read in Mean Machines Sega that there was a scene in Act 3 that Jamie would admit to having an affair with the Chief if you did all the Jamie/Chief events, and looked at her enough times at the end, I suppose that could be where the "date" idea came from.

The conversation is in Act 2 and it isn't really a date.
0x53d5: I'd like to ask you about a personal matter.
0x5402: What? Go ahead.
0x5412: I saw you walking with Jamie the other day...
0x5440: ..........
0x544b: Are you and Jamie seeing each other?
0x5470: What did Jamie have to say about that?
0x5497: ...nothing.
0x54a3: Ha ha ha ha!
0x54b0: What's so funny, Chief?
0x54c8: You think I'm having an affair with Jamie?
0x54f3: ..........
0x54fe: Fool!
0x5504: Huh?
0x5509: She was asking me a few things. About you.
0x5534: What kind of things?
0x5549: She was really worried about you and came to talk to me. Apparently Gibson's death had gotten her spooked.
0x55b4: I see.
0x55bb: You've got a wonderful wife.
0x55d8: So that's what that was all about...
0x55fd: Even without memories, she seems to really care about you.
0x5638: ...Jamie.
0x5642: Seed, you should apologize to her.
0x5665: But, it's your own private problem. I shouldn't say too much.
0x56a4: Jamie...
