How do Junker investigations get started?

One problem I have with the storyline of Snatcher (along with "we've got half a dozen people combating a threat to all mankind") is that we never get to see how Junkers get started in their investigations. Gillian just picks up on Gibson's trail. I guess they follow up on civilians calling in their suspicions, but with how the game describes the "bioroid panic" they're bound to get masses of false alarms. Another thing is probably that when the normal police discover something Snatcher-related, it gets delegated to Junkers. Similar stuff happens in the real world. Any further thoughs, gentlefolk?

Considering the size of JUNKER, I doubt they're the only ones who provide such services (someone who's more familiar with these types of details may want to clear this up). I was always under the impression that JUNKER was kind of like one of those old Private Eye businesses you see in Detective movies.

I think like any investigation... crime. Something happens: murder, theft, kidnapping, extortion, you name it. But it's the evidence or clues or suspicions the regular police or others involved in the investigation have, that lead them to alert the higher ups who alert JUNKER HQ. Everything starts with a beat cop.

For some reason, I can just picture some snatchers running a money laundering scheme or printing their own counterfeit currency.

Then the Junkers come in and launch a raid, akin to that scene in Robocop where he raids the drugs factory. Damn, that was great.
