Apparently a Russian group known as HoRRor has done some hacking and translation work on the PSX with Silent Hill. Perhaps contacting this group, to inquire about lending some aid might be helpful? Of course, this is kind of a long shot; guess it wouldn't hurt to try.

Virus for the Saturn is probably the only game I can think of that comes anywhere close to living up to the Snatcher/Policenauts titles.
