He happened to get the project through INTAC and his name was in the credits for Ground Zeroes, so it's easy to assume that he also worked on the script for The Phantom Pain since they've been doing English voice work on it since at least late 2012.

Neko Project 21 is the most up-to-date PC-9821 emulator. I used it the last time I played Policenauts and it worked just fine.

True, the Russian localizations are not very good, but THIS is one of a kind . The last legendary ass-sucking localization I've ever seen was Metal Gear 1. Oh man. Just how bad was that one?
